The combative faction of the liberal party rebelled against the conservative government led by Manuel Antonio Sanclemente and his vice president José Manuel Marroquín. This was due to previous discontents, such as the civil war of 1895 and the electoral fraud in 1897, which excluded the liberals from political participation.

At that time, the Regeneration government limited the participation of the liberal party in all aspects of society, backed also by the Catholic Church. The unofficial policy was to eliminate or banish liberalism and its representatives. Faced with this, the liberal faction believed that winning the race would give them the opportunity to implement necessary economic and social reforms.

In addition, the economy was in crisis due to the fall in coffee prices worldwide, which resulted in internal taxes and contributed to the discontent that triggered the war.
